How to Solve bitsmgr.dll Problems

I've tried several times to install a program, however, I always get a pop-up error "bitsmgr.dll Not Found" Some friends told me to download a new bitsmgr.dll files. Nothing happened. I don't know if I have done the right thing. Can anyone offer some help?
